This bill provides for the compensation of Mande Penney-Lemmon for injuries sustained due to the negligence of Sarasota County and its employee, Jill Parnell. The incident occurred on October 1, 2018, when Parnell, while driving a Sarasota County vehicle and wearing headphones, collided with Penney-Lemmon's vehicle, resulting in significant injuries, including a traumatic brain injury. A jury found Sarasota County liable and awarded Penney-Lemmon $2,491,364.63, of which the county has already paid the statutory limit of $200,000. The bill seeks to authorize an additional payment of $2,291,364.63 to cover the excess judgment.

The bill includes several key provisions: it declares the facts stated in the preamble to be true, authorizes Sarasota County to appropriate the additional funds for Penney-Lemmon, and stipulates that the total compensation from both the statutory limit and this act will serve as the sole compensation for all claims related to the incident. Furthermore, it limits the total amount paid for attorney fees to no more than 25 percent of the total awarded amount. The act will take effect upon becoming law.
