The bill amends several sections of Florida Statutes to enhance educator training and certification requirements related to mass casualty incidents. Specifically, it revises the core curricula for teacher preparation programs to include training on identifying, preventing, preparing for, addressing, and responding to mass casualty incidents. Additionally, it mandates that postsecondary educator preparation institutions incorporate similar training into their programs. The bill also updates the eligibility criteria for certified educators and adjunct teaching certificate holders to require training in mass casualty incidents, and it creates a new section requiring the Department of Education to develop a list of approved trainings for instructional personnel.

Furthermore, the bill stipulates that starting in the 2026-2027 school year, the Department of Education must integrate this training into existing continuing education and inservice training requirements for instructional personnel without increasing the total hours required. It also includes provisions to protect individuals from liability for actions taken in good faith during the implementation of these training requirements. The bill is set to take effect on July 1, 2025.
