The bill amends section 790.25 of the Florida Statutes to establish new requirements for the storage of handguns in private conveyances and vessels. Effective October 1, 2025, it prohibits individuals from storing handguns, whether loaded or unloaded, in unsecured, unoccupied private conveyances or vessels. Instead, handguns must be kept from ordinary observation and secured with a device affixed to the conveyance or vessel, or locked within a trunk, utility or glove box, or other locked container. The bill also defines terms such as "private conveyance" and "unsecured," and mandates that law enforcement agencies conduct a promotional campaign to educate the public about these new storage requirements.

Additionally, the bill requires counties to adopt ordinances imposing sanctions on parents or legal guardians of minors who steal handguns from conveyances or vessels. These sanctions may include parent education classes, community service projects, and family counseling. Counties must implement these ordinances by July 1, 2025, and law enforcement agencies are tasked with promoting awareness of the responsibilities outlined in the ordinances. The legislation emphasizes the importance of secure handgun storage to prevent theft and declares it an important state interest.
