The bill establishes new regulations for the operation of utility terrain vehicles (UTVs) in Florida by creating a new section, 316.21275, in the Florida Statutes. It defines a UTV and outlines the conditions under which these vehicles can be operated, including the requirement for operation during all hours and only on designated two-lane county roads or municipal streets with speed limits under 55 miles per hour. The bill also allows for the operation of UTVs on the State Highway System under specific circumstances, such as crossing at a right angle where safe. Additionally, it mandates that operators possess a valid driver’s license or a learner's permit under direct supervision, and comply with various safety and registration requirements.
Furthermore, the bill amends section 320.0847 to include UTVs in the licensing process, requiring the Department of Highway Safety and Motor Vehicles to issue license plates for registered UTVs upon payment of applicable taxes and fees. It also allows counties and municipalities to impose more restrictive regulations on UTV operation and to prohibit their use on certain roads if deemed necessary for safety. Violations of these regulations are classified as noncriminal traffic infractions. The act is set to take effect on January 1, 2026.
