Additionally, the bill waives tuition and fees for Mr. Holmes for up to 120 hours of instruction at designated educational institutions, provided he meets the necessary admission and academic requirements.

The legislation also includes provisions that maintain the state's sovereign immunity, stating that the funds awarded cannot be used for attorney or lobbying fees related to this claim. Furthermore, upon receiving the compensation, Mr. Holmes is prohibited from submitting an application for additional compensation under existing statutes. The bill specifies that if future judicial findings determine Mr. Holmes' involvement in the crime, any unused benefits under this act would be void. The act is set to take effect upon becoming law.
