This bill provides for the relief of H.H., a child who suffered severe injuries due to the negligence of the Department of Children and Families (DCF). The bill acknowledges the department's failure to adequately investigate multiple child abuse reports concerning H.H., despite clear evidence of risk from her mother and stepfather, who had a history of substance abuse and criminal behavior. As a result of the DCF's negligence, H.H. sustained catastrophic injuries, including permanent brain damage and other serious health issues, necessitating ongoing medical care and support.

To address the damages incurred by H.H., the bill appropriates $14,926,639.56 from the General Revenue Fund to the DCF for her relief. This amount is intended to cover all present and future claims related to the injuries sustained, with a stipulation that attorney fees cannot exceed 25% of the total awarded amount. The bill also directs the Chief Financial Officer to issue a warrant for the specified amount to an irrevocable trust established for H.H.'s benefit. The act will take effect upon becoming law.
