This bill provides for the relief of H.H., a child who suffered severe injuries due to the negligence of the Department of Children and Families (DCF). The bill acknowledges the department's failure to adequately investigate multiple child abuse reports concerning H.H., which ultimately led to her being subjected to life-threatening abuse. As a result of the DCF's negligence, H.H. sustained catastrophic injuries, including permanent brain damage and other serious health issues, necessitating ongoing medical care and support.

To address the damages incurred, the bill appropriates $14,926,639.56 from the General Revenue Fund to compensate H.H. for her injuries. It stipulates that this amount will be paid to an irrevocable trust established for H.H.'s benefit and outlines that the total compensation will cover all present and future claims related to the circumstances described in the bill. Additionally, it limits attorney fees associated with this claim to a maximum of 25% of the total awarded amount. The bill is set to take effect upon becoming law.
