1 A bill to be entitled
2 An act relating to public safety programs; amending
3 ss. 30.15 and 166.0493, F.S.; requiring certain public
4 safety programs to provide training on a broad range
5 of victims and common crimes affecting persons,
6 property, and businesses in the area; requiring that
7 certain symbols or signage meet specified
8 requirements; providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Subsection (3) of section 30.15, Florida
13 Statutes, is amended to read:
14 30.15 Powers, duties, and obligations.—
15 (3)(a) Every sheriff shall incorporate an antiracial or
16 other antidiscriminatory profiling policy into the sheriff’s
17 policies and practices, utilizing the Florida Police Chiefs
18 Association Model Policy as a guide. Antiprofiling policies
19 shall include the elements of definitions, traffic stop
20 procedures, community education and awareness efforts, and
21 policies for the handling of complaints from the public.
22 (b) A public safety program established, administered, or
23 promoted by a sheriff which provides training to businesses and
24 their employees on assisting crime victims or reporting crimes
25 must provide training on a broad range of victims and the common
26 crimes affecting persons, property, and businesses in the area.
27 Any signage or symbols designating participation in such
28 programs or designation of a safe location under such programs
29 must be inclusive of all persons and may not indicate an intent
30 to benefit a limited group of persons based on characteristics
31 such as a person’s race, religion, ethnicity, national origin,
32 sexual orientation, or sex.
33 Section 2. Section 166.0493, Florida Statutes, is amended
34 to read:
35 166.0493 Powers, duties, and obligations of municipal law
36 enforcement agencies.—
37 (1) Every municipal law enforcement agency shall
38 incorporate an antiracial or other antidiscriminatory profiling
39 policy into the agency’s policies and practices, utilizing the
40 Florida Police Chiefs Association Model Policy as a guide.
41 Antiprofiling policies shall include the elements of
42 definitions, traffic stop procedures, community education and
43 awareness efforts, and policies for the handling of complaints
44 from the public.
45 (2) A public safety program established, administered, or
46 promoted by a municipal law enforcement agency which provides
47 training to businesses and their employees on assisting crime
48 victims or reporting crimes must provide training on a broad
49 range of victims and the common crimes affecting persons,
50 property, and businesses in the area. Any signage or symbols
51 designating participation in such programs or designation of a
52 safe location under such programs must be inclusive of all
53 persons and may not indicate an intent to benefit a limited
54 group of persons based on characteristics such as a person’s
55 race, religion, ethnicity, national origin, sexual orientation,
56 or sex.
57 Section 3. This act shall take effect July 1, 2024.
