1 A bill to be entitled
2 An act relating to the Central Florida Tourism
3 Oversight District, Orange and Osceola Counties;
4 repealing chapter 2023-5, Laws of Florida, which
5 established the Central Florida Tourism Oversight
6 District; reviving, reenacting, and readopting chapter
7 67-764, Laws of Florida, and the decree in chancery
8 No. 66-1061 entered by the Circuit Court in and for
9 the Ninth Judicial Circuit of the State of Florida on
10 May 13, 1966, relating to the Reedy Creek Improvement
11 District; reconstituting the Reedy Creek Improvement
12 District as it existed as of February 26, 2023;
13 terminating the terms of office of the Board of
14 Supervisors of the Central Florida Tourism Oversight
15 District; providing transitional provisions; providing
16 for construction; providing an effective date.

18 Be It Enacted by the Legislature of the State of Florida:

20 Section 1. Chapter 2023-5, Laws of Florida, is repealed.
21 Section 2. Notwithstanding chapter 2023-5, Laws of Florida,
22 chapter 67-764, Laws of Florida, and the decree in chancery No.
23 66-1061 entered by the Circuit Court in and for the Ninth
24 Judicial Circuit of the State of Florida on May 13, 1966,
25 creating and incorporating the Reedy Creek Drainage District as
26 a public corporation of the State of Florida, are revived,
27 reenacted, and readopted. The terms of the charter for the Reedy
28 Creek Improvement District shall be as it existed on February
29 26, 2023.
30 Section 3. The offices and terms of all members of the
31 Board of Supervisors of the Central Florida Tourism Oversight
32 District existing as of the effective date of this act shall end
33 as of the effective date of this act, but such members may
34 continue to serve until a successor in office is appointed and
35 qualified. Until successors are appointed and qualified to
36 replace all of the members of the board of supervisors existing
37 as of the effective date of this act, board members, officers,
38 and employees of the district may not sell, dispose of,
39 encumber, transfer, or expend the assets of the district as such
40 assets existed on the effective date of this act, other than in
41 the ordinary course of business.
42 Section 4. This act may not be construed to affect or
43 otherwise impair any existing contract that the Central Florida
44 Tourism Oversight District entered into, or any bond or other
45 instrument of indebtedness issued by the district, from February
46 27, 2023, through the effective date of this act.
47 Section 5. This act shall take effect upon becoming a law.
