1 A bill to be entitled
2 An act relating to traffic and pedestrian safety;
3 creating s. 316.0756, F.S.; requiring that all plans
4 submitted on or after a specified date for
5 construction of a pedestrian crosswalk on a public
6 highway, street, or road which is located at any point
7 other than at an intersection with another public
8 highway, street, or road must include traffic control
9 signal devices and pedestrian control signals that
10 conform to specified requirements; providing
11 coordination requirements for such devices and signals
12 requiring that such devices and signals be coordinated
13 to meet specified requirements; requiring, by a
14 specified date, that the entity with jurisdiction over
15 a public highway, street, or road with a certain
16 pedestrian crosswalk either ensure that the crosswalk
17 is controlled by coordinated traffic control signal
18 devices and pedestrian control signals or remove any
19 such crosswalk; providing a declaration of important
20 state interest; providing an effective date.

22 Be It Enacted by the Legislature of the State of Florida:
23
24 Section 1. Section 316.0756, Florida Statutes, is created
25 to read:
26 316.0756 Traffic control signal devices and pedestrian
27 control signals at crosswalks other than at intersections.—
28 (1) Notwithstanding any law to the contrary, all plans
29 submitted on or after July 1, 2024, for the construction of a
30 pedestrian crosswalk on a public highway, street, or road which
31 is located at any point other than at an intersection with
32 another public highway, street, or road must include coordinated
33 traffic control signal devices and pedestrian control signals
34 that conform with the requirements of chapters 4D and 4E of the
35 most recent Federal Highway Administration’s Manual on Uniform
36 Traffic Control Devices and other applicable Department of
37 Transportation specifications. Traffic control signal devices
38 and pedestrian control signals at crosswalk locations as
39 described in this section must be coordinated to meet all of the
40 following requirements:
41 (a) Vehicular traffic approaching the crosswalk must come
42 to a complete stop before pedestrians are allowed to enter the
43 crosswalk.
44 (b) Traffic control signal devices at intersections
45 adjacent to the crosswalk must be taken into consideration as
46 provided in the most recent Manual on Uniform Traffic Control
47 Devices and other applicable Department of Transportation
48 specifications.
49 (2) By October 1, 2028, the entity with jurisdiction over a
50 public highway, street, or road with a crosswalk as described in
51 subsection (1) shall either ensure that such crosswalk is
52 controlled by coordinated traffic control signal devices and
53 pedestrian control signals as required under subsection (1) or
54 remove the crosswalk.
55 Section 2. The Legislature finds and declares that this act
56 fulfills an important state interest.
57 Section 3. This act shall take effect July 1, 2024.
