2 An act relating to cardiopulmonary resuscitation in K -
3 12 schools; amending s. 1001.43, F.S.; requiring
4 district school boards to adopt a policy requiring
5 certain school personnel to be certified in
6 cardiopulmonary resuscitation; providing requirements
7 for such policy; providing for the staggered
8 implementation of such policy; providing an effective
9 date.

11 Be It Enacted by the Legislature of the State of Florid a:
12
13 Section 1. Subsection (7) of section 1001.43, Florida
14 Statutes, is amended to read:
15 1001.43 Supplemental powers and duties of district school
16 board.—The district school board may exercise the following
17 supplemental powers and duties as authorized by this code or
18 State Board of Education rule.
19 (7) FIRST AID AND EMERGENCIES.—The district school board:
20 (a) May adopt programs and policies to ensure appropriate
21 response in emergency situations; the provision of first aid to
22 individuals, the student body, and school personnel; and the
23 effective management of student illness, which programs and
24 policies may include, but are not limited to:
25 1.(a) The provision of first aid and emergency medical

26 care and the provision of school health care facilities and
27 services.
28 2.(b) The provision of school safety patrol.
29 3.(c) Procedures for reporting hazards, including threats
30 of nature, bomb threats, threatening messages, and similar
31 occurrences, and the provision of warning systems including
32 alarm systems and other technical devices.
33 4.(d) Procedures for evacuating the classrooms,
34 playground, or any other district facility.
35 5.(e) Procedures for reporting accidents, including
36 traffic accidents and traffic violations involving district-
37 owned vehicles.
38 6.(f) Student insurance programs.
39 (b) Shall adopt a policy requiring school personnel to be
40 certified in cardiopulmonary resuscitation (CPR) with an
41 emphasis placed on the certification of personnel involved in
42 school athletics or food service to enable personnel to respond
43 to a health emergency before the arrival of emergency
44 responders. The policy shall provide for the percentage of
45 school personnel who must be certified in CPR and for the
46 staggered implementation of such requirement as follows:
47 1. For the 2025-2026 school year, school personnel at high
48 schools within the district must be certified in cardiopulmonary
49 resuscitation.
50 2. For the 2026-2027 school year, school personnel at high

51 schools and middle schools within the district must be certified
52 in cardiopulmonary resuscitation.
53 3. For the 2027-2028 school year, school personnel at high
54 schools, middle schools, and elementary schools within the
55 district must be certified in cardiopulmonary resuscitation.
56 Section 2. This act shall take effect July 1, 2024.
