1 A bill to be entitled
2 An act relating to the Florida High School Athletic
3 Association; amending s. 1006.20, F.S.; requiring the
4 Florida High School Athletic Association to adopt
5 bylaws requiring member schools to provide certain
6 health care services to student athletes; providing
7 minimum requirements for such bylaws; providing an
8 effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Paragraph (n) is added to subsection (2) of
13 section 1006.20, Florida Statutes, to read:
14 1006.20 Athletics in public K-12 schools.—
15 (2) ADOPTION OF BYLAWS, POLICIES, OR GUIDELINES.—
16 (n) The FHSAA shall adopt bylaws to establish requirements
17 for the provision of health care services to student athletes by
18 member schools. The bylaws, as determined by the Sports Medicine
19 Advisory Committee of the FHSAA, must require, at a minimum,
20 that:
21 1. Health care services for student athletes be as
22 comprehensive as practicable.
23 2. Member schools hire or contract with qualified health
24 care practitioners to provide health care services to student
25 athletes participating in collision and contact sports.
26 3. Member schools provide for the legally compliant
27 collection, review, and storage of student athlete health
28 information, including, but not limited to, preparticipation
29 screenings and written medical clearance to return to
30 activities.
31 4. Non-health care personnel who support the health and
32 safety of student athletes have training, including training in
33 administering cardiopulmonary resuscitation and automatic
34 external defibrillators, first aid, and resources available to
35 adequately recognize and respond to urgent situations.
36 5. Non-health care personnel be trained to work with the
37 health care practitioners hired or contracted by the school to
38 ensure the development of and compliance with appropriate safety
39 policies and emergency action plans for student athletes.
40 Section 2. This act shall take effect July 1, 2024.
