1 A bill to be entitled
2 An act relating to Holocaust Remembrance Day; creating
3 s. 683.196, F.S.; requiring the Governor to proclaim a
4 specified day of each year as "Holocaust Remembrance
5 Day"; requiring such day to be observed in public
6 schools and by public exercises as the Governor may
7 designate; requiring educational instruction to be
8 provided; providing an effective date.

10 WHEREAS, although it has been over 77 years since the
11 Holocaust, anti-Semitism and unfounded hatred for the Jewish
12 people continue throughout the world, and
13 WHEREAS, millions of Jews, Soviet civilians, and persons
14 with disabilities were murdered during the Holocaust, as well as
15 persons being targeted for their ethnicity, religion, political
16 beliefs, and sexual orientation, and
17 WHEREAS, Kristallnacht was seen as the catalyst to the
18 Holocaust, when Nazi leaders unleashed a series of pogroms
19 against the Jewish population in Germany and recently
20 incorporated territories, and caused the destruction of Jewish-
21 owned businesses, synagogues, and homes, and
22 WHEREAS, the history of anti-Semitism and its ongoing
23 effects are still impacting the Jewish communities in the St ate
24 of Florida, NOW, THEREFORE,

26 Be It Enacted by the Legislature of the State of Florida:

28 Section 1. Section 683.196, Florida Statutes, is created
29 to read:
30 683.196 Holocaust Remembrance Day.—
31 (1) In honor of the millions of victims killed in th e
32 Holocaust, the Governor shall annually proclaim the first
33 weekday in Holocaust Education Week under s. 1003.42(2)(g)2. to
34 be "Holocaust Remembrance Day," which day shall be suitably
35 observed in the public schools of the state, and which day shall
36 otherwise be suitably observed by such public exercises in the
37 State Capitol and elsewhere as the Governor may designate.
38 (2) If the first weekday of Holocaust Education Week falls
39 on a day which is not a school day, Holocaust Remembrance Day
40 shall be observed in the public schools on the following school
41 day or on such school day as may be designated by local school
42 authorities.
43 (3) Instruction about the harmful impacts of the Holocaust
44 and anti-Semitism on humanity, and the positive impacts of the
45 Jewish community on humanity, shall be provided as part of
46 public school instruction on Holocaust Remembrance Day.
47 Section 2. This act shall take effect upon becoming a law.
