The Conference Committee Amendment for SB 2504, relating to state employees (collective
bargaining), directs the resolution of the collective bargaining issues at impasse for the 2023-
2024 fiscal year regarding state employees. All other mandatory collective bargaining issues at
impasse for the 2023-2024 fiscal year which are not addressed by the amendment or the General
Appropriations Act for the 2023-2024 fiscal year are resolved in accordance with the personnel
rules in effect on May 1, 2023, and by otherwise maintaining the status quo under the language
of the applicable current collective bargaining agreement.
The bill takes effect July 1, 2023.
SB 2504
