3 106.08, F.S.; removing provisions that preempt
4 counties, municipalities, and other local governmental
5 entities from enacting or adopting limitations and
6 restrictions involving certain contributions and
7 expenditures or establishing contribution limits
8 different than those established in the Florida
9 Election Code; providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. Subsection (11) of section 106.08, Florida
14 Statutes, is amended to read:
15 106.08 Contributions; limitations on.—
16 (11)(a) A county, a municipality, or any other local
17 governmental entity is expressly preempted from enacting or
18 adopting:
19 1. Contribution limits that differ from the limitations
20 established in subsection (1);
21 2. Any limitation or restriction involving contributions
22 to a political committee or an electioneering communications
23 organization; or
24 3. Any limitation or restriction on expenditures for an
25 electioneering communication or an independent expenditure.

26 (b) Any existing or future limitation or restriction
27 enacted or adopted by a county, a municipality, or any other
28 local governmental entity which is in conflict with this
29 subsection is void.
30 Section 2. This act shall take effect July 1, 2022.
