1 A bill to be entitled
2 An act relating to specialty license plates; amending
3 s. 320.08058, F.S.; directing the Department of
4 Highway Safety and Motor Vehicles to develop a Safe
5 Haven for Newborns license plate; providing for
6 distribution and use of fees collected from the sale
7 of the plate; providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Subsection (119) is added to section 320.08058,
12 Florida Statutes, to read:
13 320.08058 Specialty license plates.—
14 (119) SAFE HAVEN FOR NEWBORNS LICENSE PLATES.—
15 (a) The department shall develop a Safe Haven for Newborns
16 license plate as provided in this section and s. 320.08053. The
17 plate must bear the colors and design approved by the
18 department. The word “Florida” must appear at the top of the
19 plate, and the words “A Safe Haven for Newborns” must appear at
20 the bottom of the plate.
21 (b) The annual use fees from the sale of the plate shall be
22 distributed to the Gloria M. Silverio Foundation, Incorporated,
23 a nonprofit Florida corporation under s. 501(c)(3) of the
24 Internal Revenue Code, the mission of which is to prevent infant
25 abandonment through awareness, education, and direct assistance.
26 Up to 10 percent of the fees may be used for marketing of the
27 plate and costs directly associated with administration of the
28 foundation. The remaining funds shall be used by the foundation
29 to prevent infant abandonment through awareness, education, and
30 direct assistance.
31 Section 2. This act shall take effect October 1, 2022.
