Mayor Muriel Bowser has submitted a request to the Council of the District of Columbia to reprogram $939,410.74 of Fiscal Year 2026 Local Funds within the Department of Aging and Community Living (DACL). This reprogramming is necessary to address a personnel funding deficit resulting from union pay increases that were not accounted for in the agency's approved budget for FY26. The funds will be reallocated from various non-personnel services and grants to cover salary and fringe benefits for agency employees, effective October 1, 2025.
The Office of the Chief Financial Officer (OCFO) has reviewed the Mayor's request and found that the reprogramming will not adversely impact DACL's budget or the District's financial plan. The OCFO supports the reprogramming, which involves shifting budget authority from several programs to ensure that the agency can meet its personnel service obligations. This action is intended to address an overall personnel funding shortage rather than restore any previous budget cuts.
