Mayor Muriel Bowser has submitted a request to the Council of the District of Columbia to reprogram $1,088,500 within the Metropolitan Police Department (MPD) for Fiscal Year 2026. This reprogramming is necessary to support the reclassification of settlement expenditures from the Agency GS0, which pertains to settlements and judgments. The funds will be shifted from the MPD's Continuing Full Time and Fringe Benefits accounts to the Judgments and Indemnities account to ensure proper accounting of these expenses. The request is backed by the Office of the Chief Financial Officer (OCFO), which has confirmed that the reprogramming will not adversely affect the MPD's budget or the District's financial plan.

The funds are available due to higher-than-anticipated salary lapses resulting from employee attrition and a significant number of vacant uniformed officer positions, which have led to lower personnel costs. The reprogramming aims to address potential spending pressures on the Agency GS0 budget and ensure that the MPD can meet its financial obligations related to settlement payouts. The OCFO has expressed no objections to this request, indicating that it is a necessary adjustment to maintain the integrity of the MPD's financial operations.
