Mayor Muriel Bowser has requested the Council of the District of Columbia to reprogram $500,000 of FY 2026 Capital Funds from the Department of Human Services (DHS) to the Department of General Services (DGS). This reallocation is aimed at funding design services for an elevator replacement project at the 801 East Shelter, utilizing funds from the canceled V Street Renovation project. The reprogramming is designed to ensure that the elevator replacement can move forward without negatively impacting other projects or the overall budgets of DHS and DGS.

The Office of the Chief Financial Officer (OCFO) has reviewed the request and confirmed that the reprogramming will not adversely affect the District's financial plan, as the funds are available due to the cancellation of the V Street Renovation project. This initiative is part of DHS's broader efforts to improve services for residents experiencing homelessness, and timely funding is crucial for the successful execution of the elevator replacement project, which aims to enhance accessibility and safety at the shelter.
