Mayor Muriel Bowser has submitted a request to the Council of the District of Columbia to reprogram $7,979,999.82 in FY 2026 Capital Funds from the Benning Road Bridges project to the Theodore Roosevelt Bridge project within the District Department of Transportation (DDOT). This reprogramming is necessary to fulfill the local matching funds requirement for federal highway grants associated with the Theodore Roosevelt Bridge project, as mandated by the Federal Highway Administration. The funds will be reallocated to ensure that the District can meet its financial commitments and continue the construction of both bridge projects without delays.

The Chief Financial Officer, Glen Lee, has reviewed the Mayor's request and confirmed that the reprogramming will not adversely impact DDOT's budget or the District's financial plan. The reallocation of funds is intended to maximize the use of Motor Vehicle Fuel Tax and Rights-of-Way revenues while minimizing reliance on long-term bond proceeds. The reprogramming is structured to facilitate the local match for the Theodore Roosevelt Bridge project, while a separate request will be needed to adjust the funding for the Benning Road project accordingly.
