The Porchfest Permitting Emergency Amendment Act of 2026 aims to amend the Block Party Act of 2012 to allow residents hosting musical performances as part of a Porchfest or similar distributed musical festival to apply for block party permits. The bill defines "Porchfest" as a neighborhood music festival where musicians perform on private property, such as porches or yards, or adjacent public property, without charging fees to participants or attendees.
To facilitate this, the bill introduces a new paragraph in Section 2 of the Block Party Act, defining Porchfest, and adds a new subsection that permits District residents to submit applications for street closures specifically for Porchfests. Additionally, it amends the policy statement in Section 5(a) to explicitly include Porchfests in the types of block parties that the District aims to approve. The act is set to take effect upon approval by the Mayor and will remain in effect for a maximum of 90 days.
