The Alternative Breakfast Service Model Emergency Amendment Act of 2026 aims to modify the requirements for school breakfast service in the District of Columbia. The bill introduces a new definition for "breakfast in the classroom," which is described as an alternative breakfast serving model where students are served breakfast in their classrooms. Additionally, it amends existing provisions to allow for more flexibility in breakfast service options, specifically by replacing the phrase "breakfast in the classroom" with "all students grab-and-go breakfast, breakfast in the classroom, or a combination of both breakfast models" in multiple sections of the Healthy Schools Act of 2010.

The amendments also remove the restriction that previously excluded breakfast-in-the-classroom from certain provisions, thereby promoting a more inclusive approach to breakfast service in schools. This bill is set to take effect upon approval by the Mayor and will remain in effect for a maximum of 90 days, in accordance with the emergency act provisions of the District of Columbia Home Rule Act.
