The proposed bill seeks to modify Human Care Agreement No. CW119016 with Fedcap Rehabilitation Services Inc. to exercise option period two, which will extend the contract from October 1, 2026, through September 30, 2027, with a not-to-exceed amount of $3,147,062. Under this modification, Fedcap Rehabilitation Services Inc. will continue to provide education, occupational training, and job placement services for the District's Temporary Assistance for Needy Families (TANF) program, serving a total of 200 participants.

Additionally, the modification includes updates to the contract's terms, such as the incorporation of revised Department of Labor Wage Determinations and adjustments to the District's Living Wage rates. The contract will now reflect a living wage of $18.40 per hour effective July 1, 2026. The modification also changes the Contracting Officer's designation from Bernadette Catalan to DaShante Peterson. All other terms and conditions of the agreement will remain unchanged.
