The Public Service Commission Holdover Period Extension Emergency Amendment Act of 2026 aims to amend existing law regarding the holdover period for commissioners of the Public Service Commission. Specifically, it introduces a new subsection (c) to paragraph 97(a) of section 8 of the appropriations act from 1913, allowing commissioners to serve in a holdover capacity for up to 270 days after their term expires. This change is made notwithstanding the existing provisions in subsection (a) and section 2(c) of the Confirmation Act of 1978.

The bill is designed to ensure continuity in the operations of the Public Service Commission by extending the time that commissioners can remain in their positions after their terms have ended. The act will take effect upon approval by the Mayor and will remain in effect for a maximum of 90 days, in accordance with the emergency act provisions of the District of Columbia Home Rule Act.
