Mayor Muriel Bowser has submitted a request to the Council of the District of Columbia to reprogram $2,159,101.93 of FY 2026 Capital Funds within the Department of General Services (DGS). This reprogramming is necessary to address unbudgeted costs incurred during the construction of the Advanced Technical Center (ATC) Phase 2 project, specifically to replenish the Critical System Replacement project. The funds will be reallocated from the Roof Replacement Pool project, which has become available due to the cancellation of a roof replacement at the District Department of Transportation's Sign Shop Facility.
The reprogramming will allow DGS to complete essential construction services related to critical systems, including HVAC upgrades, that were not anticipated in the original project documentation. The Office of the Chief Financial Officer has reviewed the request and confirmed that the reprogramming will not adversely impact DGS's budget or the District's financial plan. The Mayor and the Chief Financial Officer are seeking the Council's favorable action on this request to ensure the timely completion of the necessary upgrades at the ATC.
