This reprogramming is specifically aimed at the Stormwater Permit Compliance Enterprise Fund, which is necessary to ensure adequate funding for the billing and collection costs associated with the Stormwater Fee. The request involves shifting funds from personnel services to non-personnel services, allowing the agency to cover the costs of fee collection services provided by DC Water, which collects the Stormwater Fee on behalf of DOEE.

The Office of the Chief Financial Officer (OCFO) has reviewed the Mayor's request and found that the reprogramming will not adversely impact DOEE's budget or the District's financial plan. The funds will be reallocated from vacant personnel positions to the Grants and Gratuities account to ensure that DOEE can continue to pay DC Water for its collection services. Without this reprogramming, the agency risks jeopardizing approximately $13 million in annual revenue generated from the Stormwater Fee. The OCFO has expressed no objections to the reprogramming request, indicating a favorable review of the proposal.
