Mayor Muriel Bowser has submitted a request to the Council of the District of Columbia to reprogram $6,000,000 of FY 2026 Capital Funds within the District of Columbia Public Schools (DCPS). This reprogramming is necessary to address unforeseen structural issues encountered during the Burroughs Elementary School Modernization project, specifically the need to replace deteriorating ceiling joists and concrete slabs that were not included in the original project scope. The funds will be reallocated from two other DCPS projects that have either been completed or have no further funding requirements.
The Office of the Chief Financial Officer (OCFO) has reviewed the Mayor's request and confirmed that the reprogramming will not adversely impact the budgets of DCPS or the Department of General Services (DGS). The funds will be transferred from the Jo Wilson Elementary School and Whitlock Elementary School modernization projects to the Burroughs project, ensuring that the necessary repairs can be made without delaying the overall modernization schedule. The OCFO has expressed no objections to this reprogramming request, emphasizing the importance of addressing these structural issues to maintain safety and project timelines.
