Mayor Muriel Bowser has submitted a request to the Council of the District of Columbia to reprogram $982,449.39 in Fiscal Year 2026 Local Funds within the Department of Health Care Finance (DHCF). This reprogramming is necessary to align the budget for Judgement and Indemnities with projected court-ordered payments related to the Salazar case, adjust the Health Care Reform and Innovation Administration (HCRIA) budget to reflect anticipated expenditures, and increase the Memorandum of Understanding (MOU) between the Office of Contract and Procurement (OCP) and DHCF. The funds will be reallocated from various accounts within DHCF due to lower-than-expected spending in contractual and medical vendor services.

The Office of the Chief Financial Officer (OCFO) has reviewed the Mayor's request and found that the reprogramming will not adversely impact DHCF's budget or the District's financial plan. The OCFO has no objections to the request, emphasizing that the reprogramming does not restore any previously authorized budget cuts or establish new programs. If the reprogramming is delayed, it could hinder the accurate recording and reporting of court-ordered payments and other anticipated expenditures, but no negative impacts on programs or services are expected as a result of this action.
