Mayor Muriel Bowser has submitted a request to the Council of the District of Columbia to reprogram $1,040,050 in FY 2026 Capital Funds from the Department of General Services (DGS) to the District of Columbia Public Schools (DCPS) and the Department of Parks and Recreation (DPR). This reprogramming is intended to support the implementation of the District's first Energy Savings Performance Contract (ESPC), which aims to design and install solar photovoltaic systems at various DCPS and DPR facilities. The funds will be allocated to two new capital projects: $790,000 for the DCPS Energy Savings Performance Contracts and $250,050 for the DPR Energy Savings Performance Contracts.

The Office of the Chief Financial Officer has reviewed the Mayor's request and confirmed that the reprogramming will not adversely impact the budgets of DGS, DCPS, or DPR, nor the District's financial plan. The funds are available due to unanticipated needs in the DGS capital construction portfolio, and the reprogramming is deemed essential for the successful implementation of the ESPC program. Delaying this action could hinder the District's ability to fully implement the ESPC and claim federal tax credits related to solar work, which would be beneficial for the District.
