The Full Accountability in Arrest Reporting Amendment Act of 2026 mandates that officers of the Metropolitan Police Department (MPD) document specific identifying information for all law enforcement personnel present during an arrest and any use of force in their arrest reports and probable cause affidavits. This includes the names, badge numbers, and employing agencies of the officers, as well as details on any force used and the number of unidentified officers at the scene. The bill clarifies that these requirements apply only to MPD members and not to other law enforcement officers.

Additionally, the bill amends the Body-Worn Camera Regulation and Reporting Requirements Act of 2015 to enhance transparency regarding body camera footage in incidents involving serious use of force by federal law enforcement officers. It requires the Mayor to publicly release body camera recordings and descriptions of such incidents within five business days if they are captured by MPD members. The bill also redefines terms related to federal law enforcement officers and clarifies the conditions under which their actions are covered by the body camera regulations.
