The reallocated funds will be directed towards a new project titled "MEP and Life Safety Upgrades," which is essential for ensuring efficient billing as per a Memorandum of Understanding (MOU) between DBH and the Department of General Services (DGS). The Office of the Chief Financial Officer (OCFO) supports this reprogramming, confirming that it will not negatively impact DBH's budget or the District's financial plan.

The resolution also details the responsibilities outlined in the MOU between DGS and DBH regarding the management and execution of the capital projects at Saint Elizabeths Hospital. DGS will oversee project management and budget maintenance, while DBH will fund personnel for project implementation. The MOU includes provisions for tracking expenditures, potential refunds for lower-than-anticipated costs, and compliance with applicable laws. It is effective until September 30, 2026, with options for extension, and allows for termination under specific conditions, ensuring that safety and regulatory compliance are maintained throughout the project duration.
