Mayor Muriel Bowser has submitted a request to the Council of the District of Columbia to reprogram $15,607,370 in FY 2026 Capital Funds from the District Department of Transportation (DDOT). This reprogramming is necessary to provide the local match required for various federally funded projects, as the current budget authority does not align with the revised funding and obligation needs for these projects. The funds will be reallocated from the Major Rehabilitation and Reconstruction project to two specific projects: $6 million for Maintenance and $9.6 million for Operations, Safety, and System Efficiency.

The Chief Financial Officer, Glen Lee, has reviewed the Mayor's request and confirmed that the reprogramming will not adversely impact DDOT's budget or the District's financial plan. The reallocation is essential to ensure that over $78 million in federally funded highway maintenance, rehabilitation, and operations activities can proceed as planned. Without this reprogramming, the District risks delaying or halting critical projects related to roadways, bridges, and traffic signals. The request is supported by the Office of Budget and Planning, which indicates that the reprogramming aligns with the updated federal obligations for FY 2026.
