The Net Zero Modification and Preservation Temporary Amendment Act of 2026 aims to amend the Green Building Act of 2006 by temporarily exempting certain residential and nonresidential projects from the requirement to maintain net zero energy compliance. The bill modifies the compliance requirements for these projects, allowing exemptions for temporary buildings, smaller additions, and specific facilities such as police and fire stations, as well as natatoriums. Additionally, it introduces new definitions related to building codes, including terms like "aquatic center" and "natatorium," and updates existing definitions to align with the current Building Codes.
Furthermore, the bill amends the Clean Energy DC Building Code Amendment Act of 2022 by redefining net-zero-energy standards and the types of projects they apply to. It also repeals section 6 of the Housing Production Trust Fund Act of 1988, which previously imposed additional net zero energy requirements on subsidized projects. The act is set to take effect upon approval by the Mayor and will expire after 225 days.
