The STEER Clarification Emergency Amendment Act of 2026 amends the Strengthening Traffic Enforcement, Education, and Responsibility (STEER) Amendment Act of 2024 to adjust its applicability clause regarding the funding status of the District's Intelligent Speed Assistance Program. Specifically, it modifies Section 8(d) to clarify that the provisions of Section 3 will apply to the Ignition Interlock Device starting January 1, 2027, while the Intelligent Speed Assistance Program will be effective immediately upon the enactment of this amendment.

Additionally, the amendment specifies that Sections 4(d) and (f), 5, and 6 of the original STEER Act will also take effect on January 1, 2027.
