The STEER Clarification Temporary Amendment Act of 2026 aims to amend the Strengthening Traffic Enforcement, Education, and Responsibility (STEER) Amendment Act of 2024 by modifying its applicability clause to accurately reflect the funding status of the District's Intelligent Speed Assistance Program. Specifically, the bill updates Section 8(d) to clarify that the provisions related to the Ignition Interlock Device will apply starting January 1, 2027, while the Intelligent Speed Assistance Program will be effective as of the date of the STEER Clarification Emergency Amendment Act of 2026.

Additionally, the bill states that Sections 4(d) and (f), 5, and 6 will also take effect on January 1, 2027. The act will become effective upon approval by the Mayor and will remain in effect for 225 days after its enactment, subject to a 60-day congressional review period. The fiscal impact statement associated with this bill has been adopted from the Budget Director's assessment.
