The resolution highlights that while the ISAP was funded in the Fiscal Year 2024 budget, the updates to the Ignition Interlock Device Program were only funded in the Fiscal Year 2026 budget, with actual implementation funding not available until Fiscal Year 2027. Consequently, the DMV cannot proceed with the ISAP until the relevant provisions are fully funded. The emergency legislation seeks to clarify that certain provisions of the STEER Act are fully funded for the ISAP's implementation, while still being subject to appropriations for the Ignition Interlock Device Program. The Council finds these circumstances warrant immediate action, allowing the resolution to take effect without delay.
