The Streatery Program Emergency Amendment Act of 2025 aims to enhance the Streatery Program by reducing the annual public space rental fee for streatery permits to a maximum of $15 per square foot and establishing a start date of January 15, 2026, for enforcement of the Streatery Guidelines. The bill declares the District's policy to promote streateries as beneficial uses of public space that enhance the dining scene and support local businesses. Additionally, it empowers the Public Space Committee to grant waivers for certain program requirements, such as minimum distances from curb cuts and maximum seating capacities, provided these waivers do not pose undue risks to pedestrians or roadway users. Streatery permit holders who receive exceptions will be required to renew their permits every two years through the Public Space Committee.

Furthermore, the bill amends the Bicycle and Pedestrian Safety Amendment Act of 2016 to include the 2000-2400 blocks of 18th Street, NW, in Ward 1 as a designated corridor for roadway selection. It also mandates recommendations for the designation and design of curbside spaces for use as streateries, parklets, or other public space activations. The act will take effect upon approval by the Mayor and will remain in effect for no longer than 90 days, in accordance with emergency legislative procedures.
