The bill declares the District's policy to promote streateries as beneficial uses of public space that support local businesses and create vibrant dining scenes. Additionally, it empowers the Public Space Committee to grant waivers for certain program requirements, such as minimum distance from curb cuts and maximum seating capacity, provided that these waivers do not pose an undue risk to pedestrians or roadway users. Streatery permit holders who receive exceptions will be required to renew their permits every two years through the Public Space Committee.

Furthermore, the bill amends the Bicycle and Pedestrian Safety Amendment Act of 2016 to include the 2000-2400 blocks of 18th Street, NW, in Ward 1 as a designated corridor for roadway selection. It also mandates recommendations for the designation and design of curbside spaces for use as streateries, parklets, or other public space activations. The act will take effect upon approval by the Mayor and a 30-day congressional review period, with a provision for expiration after 225 days.
