The Board of Elections Ranked Choice Voting Needs Assessment Amendment Act of 2025 mandates the Board of Elections to conduct a comprehensive needs assessment by January 1, 2027, to prepare for the implementation of ranked choice voting (RCV) in the District of Columbia. This assessment will evaluate the Board's institutional readiness, including capacity for ballot design and vote tabulation, identify necessary system upgrades, and project costs associated with implementation. Additionally, the assessment will include a public knowledge evaluation to gauge voter awareness, an equity and access impact analysis for historically marginalized communities, and a review of best practices from other jurisdictions.

Upon completing the assessment, the Board is required to submit a detailed report to the Mayor and the Council, which will include a proposed RCV implementation plan, a timeline with critical milestones, and a comprehensive outreach and education strategy. The bill also stipulates that the Board cannot implement any new voting policies or election system modifications, including RCV, without first conducting this needs assessment and submitting a detailed implementation plan, finalized regulations, and budget analysis.
