The Board of Elections Ranked Choice Voting Needs Assessment Amendment Act of 2025 mandates the Board of Elections to conduct a comprehensive needs assessment by January 1, 2027, to prepare for the implementation of ranked choice voting (RCV) in the District of Columbia. This assessment will evaluate the Board's institutional readiness, including capacity for ballot design and vote tabulation, necessary system upgrades, projected costs, and the development of proposed regulations governing RCV. Additionally, the assessment will include evaluations of public awareness and perceptions of RCV, particularly among historically marginalized communities, as well as a review of best practices from other jurisdictions.

Upon completion of the needs assessment, the Board is required to submit a detailed report to the Mayor and the Council, which will include a proposed implementation plan, a timeline with critical milestones, and a comprehensive outreach and education strategy. The bill also stipulates that the Board of Elections cannot implement any new voting policies or procedures, including RCV, without first conducting this assessment and submitting a detailed implementation plan, budget analysis, and operational timelines.
