The Board of Elections Ranked Choice Voting Needs Assessment Emergency Amendment Act of 2025 aims to ensure the District of Columbia is prepared for the implementation of ranked choice voting (RCV). The bill mandates the Board of Elections to conduct a comprehensive needs assessment by January 1, 2027, which will evaluate the Board's capacity to implement RCV, identify necessary system upgrades, and project costs associated with the transition. Additionally, the assessment will include a public knowledge evaluation regarding voter awareness of RCV, an equity and access impact analysis for historically marginalized communities, and a review of best practices from other jurisdictions.

Upon completion of the assessment, the Board is required to submit a detailed report to the Mayor and the Council, which will include a proposed implementation plan, a timeline with critical milestones, and a robust outreach and education strategy. The bill also stipulates that the Board of Elections cannot implement any new voting policies, including RCV, without first conducting this comprehensive needs assessment and submitting a detailed implementation plan, finalized regulations, and budget analysis.
