The Expanding Fertility Treatment Options Amendment Act of 2025 aims to enhance fertility treatment options for residents of the District of Columbia by mandating health insurers to cover elective oocyte retrieval and oocyte cryopreservation, commonly known as egg freezing. This legislation recognizes the challenges women face with age-related fertility decline and seeks to provide proactive solutions to improve their chances of successful pregnancies later in life. The bill stipulates that starting January 1, 2027, health insurers offering large group, individual, and small group health plans, as well as the DC Healthcare Alliance program, must include coverage for these fertility treatments, provided they align with a physician's overall plan of care.

Key provisions of the bill include coverage for at least three complete oocyte retrievals with unlimited embryo transfers, as well as the storage of frozen oocytes for a minimum of ten years. The bill also amends existing law to ensure that these treatments are recognized as essential components of fertility care, thereby expanding access to necessary reproductive health services for women in the District.
