The Pathways to Prosperity for Young Parents Pilot Amendment Act of 2025 aims to establish a one-year pilot program to enhance economic opportunities for young adult parents aged 16 to 24 in the District of Columbia. The program will provide up to 100 employment vouchers that subsidize 50% of the wages for these young parents, encouraging both public and private employers to hire and retain them. The bill also mandates that participating employers commit to transitioning voucher recipients into permanent positions once the subsidy period ends, thereby fostering long-term employment stability.
To implement this initiative, the bill amends the Youth Employment Act of 1979 by adding a definition for "young adult parent" and outlining the structure of the pilot program. The program will be administered by the Department of Employment Services (DOES) and will include provisions for standard employee benefits and additional supportive services such as transportation assistance and job readiness training. By December 1, 2027, DOES is required to submit a report to the Council evaluating the program's effectiveness, including participant outcomes and recommendations for its future.
