On October 10, 2025, Mayor Muriel Bowser submitted a request to the Council of the District of Columbia to reprogram $18,883,432.50 of Fiscal Year 2025 Local Funds from various agencies to the Metropolitan Police Department (MPD), the Settlements and Judgement Fund (S&J), the Department on Disability Services (DDS), and the Department of Human Services (DHS). This reprogramming is necessary to address higher-than-anticipated expenditures in these agencies, including increased overtime costs for the MPD, unanticipated settlement costs for S&J, and additional needs for low-barrier shelters and services for individuals with disabilities.
The funds will be reallocated from the Repayment of Loans and Interest and Non-Departmental programs, which are expected to experience underspending. The Office of the Chief Financial Officer has reviewed the request and confirmed that the reprogramming will not adversely impact the financial plan of the District or the agencies involved. The Mayor's office emphasizes that without this reprogramming, the agencies may face difficulties in covering their unanticipated costs, potentially leading to violations of anti-deficiency rules.
