Mayor Muriel Bowser has submitted a request to the Council of the District of Columbia to reprogram $360,000 of Fiscal Year 2025 Special Purpose Revenue Funds within the Office of the Peoples Counsel (OPC). This reprogramming is necessary to cover personnel services expenditures in the Consumer Services program, as outlined in the accompanying memorandum. The funds will be reallocated from the Professional Services and Fees account to support full-time positions and additional gross pay, due to lower-than-anticipated expenditures in the OPC's budget.

The Chief Financial Officer, Glen Lee, has reviewed the Mayor's request and indicated that while the reprogramming is below the $500,000 threshold requiring Council approval, it will result in a cumulative budget change exceeding that amount due to a previous reprogramming from the OPC. The Office of Budget and Planning has confirmed that this reprogramming will not adversely affect the OPC's budget or the District's financial plan, and the CFO has no objections to the request. If not approved, the OPC would face a deficit in its Personal Services budget, potentially impacting its ability to deliver services.
