The Chief Financial Officer, Glen Lee, has reviewed the Mayor's request and indicated that while the reprogramming is below the $500,000 threshold requiring Council approval, it would result in a cumulative budget change for OPC exceeding that amount due to a prior approved reprogramming. However, the Office of Budget and Planning has confirmed that this reprogramming will not adversely impact OPC's budget or the District's financial plan, and the CFO has no objections to the request. The reprogramming is essential to prevent a deficit in the Personal Services budget for the Office of the Peoples Counsel.
