The Council argues that the request lacks sufficient justification for the increased costs incurred by certain agencies and does not adequately explain the availability of a significant balance in debt service funds.

As a result, the Council has decided to reject the reprogramming request, emphasizing the importance of adhering to the intent of the District and federal anti-deficiency acts. The resolution will take effect immediately upon adoption, and a copy will be transmitted to the Mayor by the Secretary of the Council.
