This plan must outline strategies to permanently reduce the juvenile population at the center to a maximum of 90 youth and prevent future overcrowding.

Additionally, the bill mandates the Department of Youth Rehabilitation Services (DYRS) to publicly report specific population data on their website, despite existing juvenile confidentiality laws. This data will include daily population counts by status, race, and age, average length of stay, monthly admissions and conversions to committed status, instances of improper room confinement, critical incident data, and recidivism metrics. These measures are intended to enhance transparency and accountability within the youth rehabilitation system.
