The Entertainment Establishment Employee Safety Extension Temporary Amendment Act of 2025 amends section 28-5404 of the District of Columbia Official Code to permit retail establishments with a valid on-premises Class C or Class D retailer license, as well as certain restaurants, to refuse cash payments. The amendment includes a requirement that these establishments provide written and conspicuous notice to the public, displayed on the door or menu, indicating that cash payments are not accepted. Specifically, this applies to retail establishments and restaurants that operate 24 hours a day or at least until 3:00 am on two or more days a week.
The bill modifies existing legal language by amending paragraph (3)(C) to replace a phrase with a semicolon and by amending paragraph (4) to replace the period with a phrase. Additionally, it introduces a new paragraph (5) that outlines the conditions under which cash payments can be refused. The act is set to take effect on October 18, 2025, following the Mayor's approval and a 30-day congressional review period, and it will expire 225 days after its effective date.
