The Entertainment Establishment Employee Safety Extension Temporary Amendment Act of 2025 proposes to amend section 28-5404 of the District of Columbia Official Code to permit retail establishments with a valid on-premises Class C or Class D retailer license to refuse cash payments. The bill stipulates that these establishments must provide written, conspicuous notice to the public, indicating that cash payments are not accepted. This notice must be displayed on the door of the establishment or on the menu. Additionally, the bill includes provisions for restaurants that operate 24 hours a day or at least until 3:00 am on two or more days a week.

The amendments to the existing law involve specific changes to the language in paragraphs (3)(C) and (4) of section 28-5404, where the phrase "; or" is replaced with a semicolon, and a new paragraph (5) is added to outline the conditions under which cash payments can be refused. The act is set to apply starting October 18, 2025, and will remain in effect for 225 days after its approval, subject to the Mayor's approval and a congressional review period.
