The resolution recognizes the 80th Anniversary of the founding of Alpha Chi Pi Omega Sorority and Fraternity, Inc., and honors its Founder, Dr. Marjorie Stewart Joyner. Established in 1945, Alpha Chi Pi Omega is a historically Black organization dedicated to beauticians and barbers. Dr. Joyner, a prominent cosmetologist and civil rights leader, played a significant role in the African-American hair care industry, working closely with Madame C.J. Walker and contributing to the development of state laws governing cosmetology in Illinois. Her efforts extended beyond beauty, as she provided support to Black servicemen during World War II and collaborated with First Lady Eleanor Roosevelt to combat discrimination and promote opportunities for women of color.

The resolution highlights Dr. Joyner's legacy of empowering Black individuals through economic independence and political engagement, as well as her commitment to creating a sophisticated social environment. The 80th Anniversary will be celebrated during the 80th International Conclave and Joyner Hair and Beauty Expo in Washington, D.C., from October 24-29, 2025, which will include a reenactment of the founding meeting. The Council of the District of Columbia officially recognizes this milestone and the enduring impact of Dr. Joyner's leadership on the community.
