Mayor Muriel Bowser has submitted a request to the Council of the District of Columbia to reprogram $500,000 in Fiscal Year 2025 Special Purpose Revenue (SPR) funds within the Metropolitan Police Department (MPD). This reprogramming is intended to fully fund a Memorandum of Agreement (MOA) with the Washington Metropolitan Area Transit Authority (WMATA) for Patrol Services. The funds will be reallocated from an SPR account designated for miscellaneous non-governmental reimbursements, which is projected to have sufficient budget authority to accommodate this transfer. The reprogramming aims to align the agency's expenditures with its spending plans and ensure that the MPD can continue to provide necessary services under the MOA.

The Office of the Chief Financial Officer (OCFO) has reviewed the Mayor's request and indicated that the reprogramming will not adversely impact the MPD's budget or the District's financial plan. The funds will be shifted from the MPD's Miscellaneous Revenue Fund to the Reimbursables from Other Governments account, specifically for overtime pay related to the WMATA project. The OCFO has expressed no objections to this reprogramming, emphasizing that it is essential for aligning project budgets with funding agreements and ensuring proper financial management within the department.
