Mayor Muriel Bowser has submitted a request to the Council of the District of Columbia to reprogram $500,000 in Fiscal Year 2025 Special Purpose Revenue (SPR) funds within the Metropolitan Police Department (MPD). This reprogramming is intended to fully fund a Memorandum of Agreement (MOA) with the Washington Metropolitan Area Transit Authority (WMATA) for Patrol Services. The funds will be reallocated from another SPR fund that is projected to have sufficient budget authority, ensuring that the MPD can meet its financial obligations related to this agreement without negatively impacting its overall budget.

The Office of the Chief Financial Officer (OCFO) has reviewed the Mayor's request and found that the reprogramming will not adversely affect the MPD's budget or the District's financial plan. The reallocation will shift budget authority from the Miscellaneous Revenue Fund to the Reimbursables from Other Governments fund, allowing the MPD to align its expenditures with the funding agreements for various projects. The OCFO has expressed no objections to this request, indicating that it is necessary for the proper management of the agency's financial resources.
