The Green Housing Coordination Emergency Amendment Act of 2025 aims to enhance energy efficiency standards for large residential and mixed-use construction projects that receive assistance from the Housing Production Trust Fund. The bill introduces net zero energy requirements for new constructions of 50,000 square feet or more, mandating compliance with the 2020 Enterprise Green Communities Criteria (EGCC) for achieving zero energy. Additionally, it allows for a lesser standard under specific circumstances to ensure affordable housing development. The bill also includes a provision for the Department to report biannually on the progress of developing universal net zero energy building code regulations, addressing barriers to affordable housing development while promoting energy efficiency.

Furthermore, the bill amends the Clean Energy DC Building Code Amendment Act of 2022 to require periodic reporting on the development of these regulations and modifies the Green Building Act of 2006 by removing certain net zero energy compliance provisions that were previously added. The amendments aim to streamline the regulatory framework while ensuring that environmental standards remain applicable. The act is set to take effect upon approval by the Mayor and will remain in effect for a maximum of 90 days.
