The Green Housing Coordination Emergency Amendment Act of 2025 aims to enhance energy efficiency in residential and mixed-use construction projects that receive assistance from the Housing Production Trust Fund. The bill introduces new net zero energy requirements, mandating that proposals for new construction be designed to achieve Enterprise Green Communities Certification Plus or an equivalent standard, and that they must be all-electric. Additionally, the bill amends the Clean Energy DC Building Code Amendment Act of 2022 to require the Department of Buildings to report biannually on the progress of developing universal net zero energy building code regulations, addressing barriers to affordable housing development while ensuring energy efficiency.
Furthermore, the bill modifies the Green Building Act of 2006 by removing certain net zero energy compliance provisions for residential and mixed-use projects and establishing a requirement for the installation of rooftop renewable energy systems when a significant portion of the roof is replaced. The amendments also clarify that the requirement for net zero energy compliance will not limit the applicability of other environmental standards. The act is set to take effect upon approval by the Mayor and will remain in effect for a maximum of 90 days.
