The "North Shaw Moratorium Zone Resolution of 2025," proposed by Mayor Muriel Bowser, aims to address residents' concerns in the Shaw neighborhood regarding the adverse effects of nightlife activities. The resolution establishes a three-year moratorium on new alcohol licenses and entertainment endorsements within a designated area around 1909 9th Street, N.W. This includes prohibiting new nightclub, tavern, and multipurpose facility licenses, as well as restricting modifications to existing entertainment endorsements. The goal is to enhance public safety, preserve community peace, and mitigate issues such as noise, litter, and the overconcentration of licensed establishments.

The resolution follows a petition from the Westminster Neighborhood Association, which raised concerns about increased crime and disturbances linked to nightlife. Public hearings revealed mixed opinions, with some fearing the moratorium could harm local businesses, particularly those owned by immigrants, while others supported it for its potential to improve safety and quality of life. The Board has adopted a Notice of Proposed Rulemaking to formalize the moratorium, which will not affect pending applications submitted before June 11, 2024, and will expire three years after the final rulemaking notice is published. The resolution has been deemed legally sufficient by the Office of the Attorney General, confirming the authority of the Alcoholic Beverage and Cannabis Board to impose such moratoria.
